Applying for a California DMV driver license without a SSN

The DMV website doesn't have complete and in-depth information on how to apply for a driver license without SSN. 


To apply, you'll need to create a MyDVM account. However, you won't be able to complete the process without providing a Social Security Number. You have to visit a DMV location to get everything going.


Here's a breakdown of the process based on my experience:

1. You don't need to get a decline letter from Social Security Administration saying that you are not eligible for a SSN. Some people said online that that letter is needed. In fact, it is not.

2.  Bring your government ID and two pieces of documents that show your address. For most of the people with SSN, a government ID should be a foreign passport as well as the US visa. Make sure you bring the latest I94 form, which shows you when you last time entered the U. S. The website to get I94 is https://i94.cbp.dhs.gov/home. I know without this I94 form, some DMV location might not help you print it out, and you need to print it out somewhere and queue in the line for case again, which could easily waste you 2 hours.

3. Go to a DMV location, use one of their computers to apply. The information you need to fill out is the same as that on the website excepting not needing a SSN. 

4. Step 1 gives you a confirmation code. Then you can book an appointment on the DMV website or take a number in line at the DMV. I used the "get in the line now" on the DMV website. Or you can book an appointment beforehand and finish step 3 before the appointment time.

5. When it is your turn, give the officer your confirmation code and the documents. 

6. At one point, your vision is tested. So if you wear glasses, make sure you bring it too.

7. You also need to do the written test in the end. 

8. If you pass your written test, you can book your behind the wheel test. 

9. On the behind-the-wheel test day, make sure someone with a valid California driver license goes with you even if you can drive on your own. If you rent a car, you need to get a letter from the rental car company which shows that they agree that you use the car for driver test. Otherwise, DMV will turn you down.
